Issuance and management of work permits for foreigners is governed by Labour Code No. 45/2019/QH14 and Decree No. 219/2025/NĐ-CP (replacing Decree No. 152/2020/NĐ-CP and Decree No. 70/2023/NĐ-CP, effective 7 August 2025).
