Converting a foreign driving licence to a Vietnamese one

Legal basis

Conversion of driving licences issued abroad is carried out under the Law on Road Traffic Order and Safety No. 36/2024/QH15 (effective 1 January 2025) and Circular No. 12/2025/TT-BCA on the issuance and conversion of driving licences, together with the competent authority's guiding documents.
